Was Picard wrong in Star Trek 9: Insurrection?

Obviously its a difficult question of ethics and morality, but it seems to me that relocating 600 people (who have already lived for 300 years) is worth saving billions of lives, not to mention creating a source of incredible wealth for the federation.

I wonder if Picard was thinking of the billions of lives, or that ladies tits when he destroyed the irreplaceable metaphasic particle harvester.
